The buffs in 8.4(the shield part, not the ult cd part(placebo)) weren't terrible(albeit could have been way better(what happened to that "e" buff)) but their affect was diminished far greater since then in the following ways: -------nerf to item 3003 -------manaflow band change -------change to presence of mind and fleet footwork(made running Viktor precision unviable except against Ekko and Orianna in limited cases) -------8.9 mana changes -------minion aggro upon q cast -------item 1056 change

this one may be neutral but i believe that higher elo takes advantage of this a lot more making it a disadvanatge** -------refocus of gold from casters to melee and increase in cannon minion health *****makes it significantly easier to punish Viktor farming capabilities inhibiting ability to get first augment------incites much more pressure on getting cannon minion which often results in wasting mana for each cannon minion further hurting his early game(AND UNLIKE MOST CHAMPIONS< ONE E CAN CHANGE THE ENTIRE LANING PHASE)

Furthermore you stated that you would address the mana changes in 8.9 which "hit Viktor more than other champs"-------a champ that obviously didn't need to be nerfed when sitting at a 47% winrate at the time-----------in the 8.11Viktor buff

The 8.11 buff doesn't help any of Viktor problems because the q buff doesnt have any affect until level eight 95% of the time and the ult buff doesnt help until level six which 1. Is usually after Viktor gets his first augment, assuming he hasnt been ganked or isnt getting zoned and 2. has little affect with the 0.1 increased ratio at the areas he need it

8.11 buffs only affected Viktor late game-----------Viktor lategame is the only stage of the game that Viktor doesn't need buffing because he has no problem zeroing people full-build---------------------the problem is that in most cases the game is already over before Viktor can have any affect on the game--------crippled in helping jungler with objectives or roaming due to being so reliant on item 3196 and being so easy to punish, further delaying his first augment, farming capability, and any subsequent items(LICHBANE AND MP-------with limited build options, he will never have an appropriate build when necessary(and in my personal opinion should remain as Viktor defining caveats as a tradeoff to his farming and lategame potential))

I don't believe his caveat should relegate his entire team to modify to his passivity and give up objectives, i think it should be that in order for him to fulfill his role as a late game burst mage farming machine, he should be a glass cannon with no gap-closers or immediate cc--------however as of now, he is relegated to this passivity by item 3196

In my opinion, lowering the cost of item 3196 would fix his problems, but i can see how it could create problems and make his laning phase very risk free

HOWEVER, Viktor has been in desperate need of help ever since the beginning of season 7(save mid 8.4 before archangel's nerf and manaflow band nerf), and I think that buffing his early q damage(minimally) or at the very least lowering the mana cost on his e/q would help Viktor greatly and would not be of detriment to any midlane matchups ------------By doing either of the above buffs, Viktor would have greater trading capabilities and greater csing potential which would help him in his problem early stage of the game(YES IT VERY MUCH IS A PROBLEM AND HE SHOULD GET SOME HELP) without eliminating the risks of his laning phase----------------he would still be very susceptible, easy to zone easy to cs off of, and easy for many champions to trade with(considering their cc/gapclosers)------------------------------ie, Viktor still has to manage his position/csing/minimap rather than steamrolling his lane through safetly nets(adverse to the infinate poke of Leblanc and Orianna)

BELOW ARE HOW MANY OF THE CHAMPIONS ARE STILL ABLE TO OUTLANE/PUNISH VIKTOR EITHER OF THESE BUFFS Ahri-Ahri would still maintain lane control through her safety of an immediate stun as well as mobility through her ult. These buffs would diminish Ahri's cs potential or her trade potential, since she primarily wants to engage with e or poke with q. Furthermore, the buff might increase lane interaction allowing more windows of opportunity for Ahri to land e and deal damage(proc electrocute and maybe snowball lane) which could be healthier for the lane for both champions. Anivia-Anivia post-6 has better waveclear, and a more moldable build. Furthermore she has less risks through her passive, more consistent damage with ult+combos, more utility through better stun, wall, and aoe slow, and has better trading potential assuming skill of the player(It's anivia). By giving Viktor more mana/q damage you wouldn't diminish the affect of Anivia passive and therefore lane risk. you also wouldn't change any of Anivia's game utility or scaling capabilities which would only lead to a more healthier matchup between Viktor and Anivia. Annie-She is basically a simple version of Viktor with a better stun. The buff should cause Viktor to trade more which would be more advantages for Annie and create more opportunities to zero/set up gank through her stun making a healthier lane for Annie as well. AurelionSol-Viktor is one of the few champions that Aurelion Sol can pick on through range disadvantage. Viktor must come closer to interact with Aurelion Sol, however he has no way of forcing his way into Aurelion's inner circle which means that Aurelion is free to control the low range trades. increased mana for viktor as well as stronger q's would have no affect on Aurelion Sol's lane priority or roaming potential. Azir-One of Viktor's counters(in my personal opinion) as Azir can easily zone Viktor off cs through his soldiers+soldier dash. Because Azir always outtrades Viktor(due to comet and slow allowing Azir to soldier+aa Viktor moredamage than can be dealt by Viktor), the onyl affect to Viktor would be an increase in some cs potential. Because Azir is also a lategame ap hypercarry, this would not affect the progression into lategame, and the inevitable one-shot burst vs one-shot burst. Brand-Brand is easily able to zone Viktor, and the trades will not affect brand's cs potential.....furthermore, the e may prompt Viktor to take more open trades which could increase lane interaction for barnd and further help him vs Viktor in lane. the above buffs would only increase Viktor's lane interaction which would in turn help Brand in laning phase. Cassiopeia-the changes in mana would not change the trade potential or around equal cs potential. Because Cassieopeia can win trades through her q+e procs, she can always win trades regardless of changes to Viktor q damage, leading to only quality of life changes for Viktor. Corki-Viktor is one of the few champiosn that corki can outtrade and with his consistent damage and need for teleport, Corki's laning phase should not be affected by one or two additional e's as corki will continue to outtrade Viktor and be able to come back with less risk. Furthermore, Corki is also in need of some help so any change in laning phase could be an indication of Corki needing a buff(since if he is losing to Viktor he is probably losing alot worse to assassins that have even more trading potential and gap-closers) Diana-Viktor has no problems with Diana when it comes to trading or csing, and the same can be said for Diana. Laning phase is primarily q trading between both champions while csing. Any Interaction that could change the outcome of the game comes after diana gets her ult and is able to zero Viktor(opening outplay opportunities for Viktor) and would therefore have no affect on Diana's laning phase potential Ekko-I HATE THIS CHAMPION--------NOT AS HARD AS LEBLANC BUT WAY MORE TILTING OF A MATCHUP. HE IS TANKIER, HAS MORE GAP-CLOSERS, SNOWBALLS HARDER, HAS BETTER CC, IS SAFER(WITH ULT), AND ONE SHOTS THE BACKLANE OF MINIONS WITH ONE ABILITY WHICH ABSOLUTELY DESTROYS VIKTOR'S FIRST FEW WAVES. THIS IS THE MATCHUP THAT CAUSED ME TO WRITE ALL OF THIS STUFF. THE BUFFS ARE 100% FOCUSED FOR THIS MATCHUP AND STILL WONT AFFECT IT THAT MUCH BESIDES ALLOWING VIKTOR TO FARM UNDER TOWER A BIT BETTER. Kassadin-beats Viktor at all stages of the game due to q trades and passive negating lots of damage. To be honest i think that the buff would have the least affect here as the outcome will always be the same: Kassadin scales justa bit harder than Viktor but his mobility allows for easier picks and better teamfights, with the only caveat being terrible clearing(why i haven't switched to playing this champ :D). Fizz-I think that a q buff could possible change levels 1-2, however i think that the outcome of such an exchange would remain the same. The laning phase will usually play out in one of four ways. Fizz will lose a trade and go back which gives Viktor some free cs, but because he is still reliant on item 3196, he probably will try to decrease the barrier to getting said item against Fizz, therefore handing over lane priority(if he goes back, he could get a dark seal, but he has wasted time and fizz is closer to being able to use his ult to zero him and delay hexcore). Viktor could also cede control of laning phase to fizz if he doesnt properly trade before level three, in which case Viktor in most likely delayed first augment and will b zeroed at level six by fizz ultimate. Another case could be that Viktor kills fizz, where Viktor then again cedes control of the lane to Fizz in order to get first augment. Lastly Viktor gets his hexcore, and must only contest with Fizz's ultimate and roaming potential, which should still give Fizz the early game adavantage. In conclusion, in any instance, Viktor would get some help in laning phase but would still be at risk of getting zeroed by Fizz ult as well as having a far inferior roaming potential. Galio-He is super tanky but allows viktor to farm fairly easy. The Galio matchup could be affected a bit but i dont think that QoL buffs would do enough to affect the outcome of this lane. In the end Viktor will become a damage machine and Galio will be a super tanky damage dealer that doesn't do as much damage as Viktor but has better CC and is a bit more reliable. Heimerdinger-Because Heimerdinger shoves in the wave so much faster than Viktor and is a champ that relies on zoning and positioning during teamfights, he will not be aaffected by one or two additional trades in the early game--furthermore heimerdinger has a low mana cpost on his q and the increased ability to kill one of his q turrets will ont affect heimerdinger's laning phase. The only thing that would change in this matchup is that it may be easier for Viktor to get a few more cs under turret before he completely runs out of mana. Leblanc-This is one of Viktor's major counters...........i can honestly say that in 90% of matchups, Viktor will still be zoned from cs and have to pray that he can get first augment on back------------he has no hopes of rivaling Leblanc's roam potential and no chance of zoning leblanc from cs, the only strength Viktor having in this matchup is that he has his aoe which allows him to outscale her(which is not that effective as she shuts down his csing capabilities anyways heavily delaying power spike)-------giving Viktor some extra mana in abilities will not change the fact that Leblanc will have full lane control and better roaming potentials Lux-One of the only matchups that i feel Viktor dominates with, due to easy trades and outscaling. As a Viktor main, i feel this is his easiest matchup. The key this lane is not getting caught at her mid levels, and i don't think that having a bit more mana or a few damage at earlier level will change the interactions between Lux's bursting potential and Viktor's kiting in this matchup. This is one of the only matchups where i think Viktor has the advantage and i don't think this quality of life buff to Viktor while affect the way the matchup plays out at all. Also as a side note i think Lux could use a minor buff to her csing potential maybe. Malzahar-Another one of the easy matchups for Viktor. Viktor can eaily trade with him but has in the later levels, worse csing(just cuz Malz's is so insane), and is not as safe due to Malz passive. I think that because of the Malzahar passive, the matchup would only be changed minimally by maybe one ability. In the end though Malz will still remain a walking click silence ult that Vik outscales and any quality of life buffs to be made will not change the matchup. Morgana-Her safety through black shield and easy farming with e make this a passive farming lane. Giving Viktor one or two extra Q's would not change the matchup from a farming lane, since Morgana has such a safe laning phase and her main capabilities come from black shield and q in the late game, while Viktor just wants to get his hexcore items and will never be able to trade effectively through Morgana's black shield while matching her csing from blighted ground(e) Orianna-Just a better version of Viktor that is safer but doesnt scale as hard(barely). She has greater poke an zoning potential, a safer laning phase through better shield, better cc, and speedup(as well as better mana costs, easy zoning q, and better damaging ult). A few additional e's from Viktor will not stop Orianna from zoning of/constantly poking Viktor through wave and will not affect the endgame scaling, therefore the buffs would onyl be a change in quality of life for Viktor with no adverse affects to Orianna. Ryze-Kinda similar to Kassadin, he is one of the few champions that is better than Viktor at every stage of the game. He is able to zone Viktor off from the start through clickable stuns, more reliable poke, and shields. He has better waveclear and better roam potential. This buff would only serve to make the matchup healthier for Viktor and less one-sided as well as allowing him to coincide his scaling with Ryze rather than being completely dominated at every stage of the game. I know he has bad winarets and takes lots of coordination but the nature of Viktor as a champion makes him one of the only champions that is able to be completely dominated by Ryze. The only reason why i haven't switched to this champ is cuz i dont really like having to coordinate ults, or else i would switch in an instant-----just my thoughts though i guess. Swain-Due to his rework, he out-damages Viktor as well as having better utility, early game csing, cc, and damage. Swain is all in all a more rounded champ except for the fact that Viktor scales a bit harder, though swain does become a lot more tankier. Giving viktor some more mana or even some more damage on q would not affect Swain's lane control or diminish his ability to trade with Viktor or cs. Swain would still maintain his advantages that he has through both early game and midgame, and not jeopardize transfering to lategame, making the matchup only healthier for Viktor and not hurting Swain whatsoever. Syndra-Her cc, csing potential, and zeroing potential from ult+combo still cede lane control to her and the quality of life buffs wont be definitive for deciding the lane between these two control mages. Therefore it would only be slightly more healthy for Viktor in this matchup and not change Syndra's role as a bursty control mages(Also this mage could also use a slight buff :D) Talon-Probably the third or fourth worst matchup for Viktor(after Leblanc, ekko, and maybe Fizz). He has a better early game, better early csing, and can roam like a god. I dont think that any amount of quality of life buffs could change talon's early game dominance and roaming potential over viktor. The only thing viktor has going for him in this matchup is that he scales so much harder, it is usually likely for Viktor to not have an affect on the game when it comes to this matchup due to the differences in roaming. TwistedFate-Kind of an easy matchup for Viktor but all depends on the Twisted Fate's macroplay. You can't really change this matchup or its trade or its csing through QoL buffs. Also i dont really think that the buffs would be targetted towards this matchup. Veigar-Veiger is a champion who infinitely scales while having an aoe stun and a target burst ult at the expense of an easily punishable lanig phase. The difference between Viktor and Veiger in laning phase is that Veiger makes worse trades but is much safer due to his aoe e. All veiger has to do is cs with abilities and wait for level six. Giving Viktor buffs would not threaten him in the laning phase anymore than he already is with other champions, nor hinder his lategame function as an infinitely scaling cc one shot monster that is easy to kill. Therefore, there woudl be no adverse affects to Veiger while slightly helping Viktor(though to be honest, Viktor doesn't have trouble in csing in this matchup or transitioning from laning phase, and would therefore not change much) Velkoz-Vel'koz already out ranges Viktor and has a higher cs potential. The changes would not hurt Vel'koz control over the laning phase, it would only make it easier for Viktor to transfer out of the laning phase and cs under tower. Vladimir-Vladimir primarily works to zone Viktor and sustain lane interaction. the above buffs could increase lane interaction which could be healthy or the matchup. Viktor does not have trouble csing against Vladimir unless Vladimir finds a way to zone Viktor. Therefore the above buffs would help viktor in his problem areas while favoring the lane interaction that Vladimir relies on. Xerath-Xerath already punishes Viktor's low range. The change would not put Xerath in any greater harm from trades as the trade is never in Viktor's favor. The only affect would be slightly more potential for Viktor to get cs, and in laning phase, xerath still outmatches Viktor in cs potential. Yasuo-Yasuo is a high skill ceiling champ that can punish viktor through his e and w, and zone him off creep through his passive and killing potential. through his passive and safely with windwall, the extra abilities and mana would only increase Viktor's csing potential which would not hurt yasuo's laning phase or his ability to trade Ziggs- Same as Xerath Zoe-The above buffs would not diminish Zoe's one-shot potential or zoning potential. It would increase lane interaction which could be healthy for Zoe while giving viktor a bit of a boost. Zyra-Zyra is a zoning lane for Viktor and this matchup would likely have the same affect from the above buffs as the affect that would be done to heimerdinger

LOSERS WHEN IT COMES TO THIS BUFF Akali-Rework soon lol so maybe don't know. The buff could allow Viktor to trade better with Akali and zone her a bit better, but the buffs shouldn't affect Akali post-6, therefore she should still have a more dominant roaming potential, snowball potential, and post-6 trading potential. Karthus-The above buffs are likely to not have a huge affect on this lane. This only reason i put this champ here is because I find karthus' zoning capabilities irrelevant to Viktor's csing problems. Since Karthus primarily wants to get level six, Viktor could potentially delay Karthus leveling, however the affect of two additional e's should not affect his leveling too much. I personally don't think this lanign phase will be affected, but because Karthus is on the clear losing(minimally) side, I put him here. Katarina-The only affect that could come from this would be some slightly stronger trades from Viktor or more cs, but being how strong katarina is vs how weak Viktor is, I think it would be only natural that there is a slight power shift in such a one-sided lane,that would not threaten Katarina's one-shot ult and snowballing potential. Lissandra-THE ONLY MATCHUP WHERE I AM ABSOLUTELY LOST. Her abysmal state leaves me with very little matchup experience(I haven't laned against her since 7.5). She would suffer more from the changes but she seriously needs some help and if she is getting destroyed by Viktor, she is probably getting destroyed by everyone. I don't think that they other worst midlaner is definitive grounds against a quality of life buff. Taliyah-I don't know if this is a loss, i haven't played against her since before her season 8 changes so I'm a bit rusty on the matchup. If she would be that adversely affected by these above buffs then please tell me so, but I'm pretty sure it wont change her csing potential or her dominant roaming potential. I'm only putting her here because, like Lissandra, she is a complete unknown to me. Zed-Could allow Viktor to trade better and punish harder if he has more q damage but it wouldnt make a difference in the fact that Viktor must defend against being zeroed at level six and suffer from a clearly dominated roaming capability. The e mana changes to Viktor wouldn't change the matchup for Zed at all since Viktor will continue to try to pressure him up until level 6, regardless of his mana situation. this matchup usually follows the formula of Viktor having control until level 6, and then Zed taking map control. The only time that this is changed is if Zed lands an effective domination proc in which the e buff would come in handy for using to poke down some cs and getting a little closer to augment which would be a nice quality of life buff to viktor.

i concur with your synopsis ... unfortunately it looks like no one else cares :( being immobile and squishy in a era where damage dealing is a bit out of control is a problem
