Call me a Gold scrub, but I will say my opinion. I have played mid lane a lot and whenever I play a Mage, after lvl 6 or 11 they fall behind hard to Veigar. Also I agree he has some skillshots but as an ADC what should I do to counter his ult? Buy Zhonya's? I hate how playing against Veigar turns late game into "Dodge my abilities and get ulted for 100% HP"
Because his damage is unreliable. Also if you dodge everything and die to ult at 100% health he has like at least 1500 AP and you have literally no health or magic resist.

They get outdamage because losing any hp makes his ult stronger and he gains AP for killing minions with his abilities/ hitting an adc with an ability.
Tbh, it's mainly.... camp him and win the game fast enough...Buy a GA/Banshees. It's fairly easy to normally outplay one, but i understand what you're saying.
Only way he can land q w is if you get stunned as they are unreliable and somewhat short range. His ult is also short range so stay away from him until its down and you will be fine
Then learn to dodge and quit complaining.
As an ADC, you buy Night's Edge and use it to avoid his ultimate or E
