It seems like the team is so incompetent that the other team winning is just inevitable. My outlook is that I'm going into games trying to carry the team, and while I've racked up some impressive kda's, I'm losing LP. Any advice?
Don't focus on your team, focus on what YOU do wrong. Sure, teammates can cost you a game. But not an elo. If you deserved higher, you would be.

won 9 out of 10 promos. how does someone get in bronze i been trying to get freshly lvled 30s to bronze 5 for like 4 seasons now.

If you have good KDA's, use that advantage to take towers and shit. Eventually, that could mean a free nexus.
Played 90% support from Bronze II to Gold V. Took me 400+ games, but I managed it.
Play a carry support so you and your adc get fed. That way you can 2v5 instead of 1v5
I don't remember that part of season 2.
I personally stuck to 2 picks 
top and 
support. With these two i emerged from bronze 4 to silver 4 in 2,5 weeks. Didn't play any other lanes or champs. Sure i got trashy teams from time to time, but focused on my own play. You can't win every game, so play for yourself.
I never got to play in bronze :(
