I know Chests are limited but what about slightly higher gem and key fragment drop rates . I feel like there needs to be some kind of incentive to go fill.

This would defeat the purpose of having the new champ select in the first place because people would not get the roles they actually wanted to play, leading to all the other crap that was taking place before you got to choose your role.
I'm up for increasing drop rates, but this probably isn't the way to do it.
I don't think there needs to be an incentive to go fill, but an incentive to go support. With more supports queuing up, it would make fill not always give you support.
If you are to do this, take the problem to the root; Gives better drop chance for going support. We have a lack of support players, not a lack of fill players. Anyway you'd get support most games going fill.
Key fragments should be given to those playing a currently unpopular role. If they get reported and it triggers a punishment, they lose the key.

I'd stick this in Misc. though.
There's already an incentive to go fill: shorter queue times. And then people just try to talk/barter/threaten their way into the role that they wanted anyway.

Ranked is competitive, you NEED people to know what's they doing, getting a random bunch of people going support in their top runes does not work.

people will just be bullied off of their positions by the bullies of league and you will be forced to dodge, play support all while the bully is getting rewarded by picking FIll , getting support then just demanding his original position.
and Don't Even tell me that just report. It's unnecessary negativity that 90% of the time wouldn't get punished.
Actually, Riot needs to stop treating the symptom and start treating the disease.
So far, their main "solutions" to support not being fun to play for 95% of the population are to either find ways for people to avoid playing support or find ways to "sneak" people into playing the support role they don't want to play. Your own suggestion is just another version of the latter, except it uses a carrot.
The fact that people don't want to play support is a symptom of the fact that people do not find that role enjoyable to play.
If Riot had just focused on making support an actual fun role for the majority of players, they would never have needed to invent Teambuilder/Dynamic Queue, warding trinkets/sightstones, and other various junk that doesn't fix the core problem in the first place: People do not like spending half the game playing Riot's warding mini-game "chores" and having no gold or levels.
Surely Riot can figure some other mechanic to distribute vision around the map and other ways to prevent high CC characters from being too strong; they have had years now. We don't need more carrots/sticks to "encourage" support or more fancy convoluted queue systems that lets people "not have to play" support. We need support to be a real role most people are interested in playing.
Why not just better drop rate for playing roles you don't usually choose.

Because Fill is for people who don't care where they go. It's not some punishment or divine blessing to get someone who picks fill. It literally just means "I don't care where I go". Sometimes I don't feel like going top/mid so I'll go adc. Sometimes I feel like jg. And when I feel like nothing specific, I go fill.
Nah they should instead actually reward the less pick of the moment so fill will not be only support. That how world of warcraft reward the less role play in the game
Seeing as a majority of the players are level 30 and have reached the stage of infinite IP I doubt this idea would be very popular but what if you could use essence for runes?
what about 5 man premades that all go fill.
