of course it probably nothing to some people,but as for a nub,his price is probably too high for his actual gameplay,one guy said that prices depends on how hard a champion is,dont see how hard it is to spam q....

Price is determined by how new a champion is. Usually this correlates with difficulty (As Riot develops their tech they can put more varied/interesting mechanics in a champion's kit compared to the older ones), but not always.

Price is never a function of "worth", it's a function of age. The exceptions are champions that are deemed extremely noob friendly, which get dropped to 450 IP.

The times I've played Urgot, I've rather liked him. His ultimate is a little weak for my tastes, but he's fun.

Urgot is actually quite hard to play well. Knowing when to ult and where your power spikes are in relation to other champions is actually a big burden of knowledge. Not to mention having to figure out what to build on him and in what order to even make him function.

Price currently has nothing to do with how hard a champ is. Currently it is a based off AGE.
