Question about Braum
what happens when his stun occurs as another on hit effect stun (ie. twisted fate's gold card) happens? do the stuns stack or does the longer stun take over?

They overlap. The target will remain stunned until both expire.
CC doesn't stack in duration. It'll just stun for however long the longer effect lasts.
