Is jinx really a late game hyper carry?

looking here, she currently has a 56% win rate from 0-25 minutes, then falling down as time goes on. She snowballs really hard too. Is there something i'm overlooking?

Yes, and it's very easy to execute her late game. The reason her winrate is skewed is because she is a statistical anomaly; the design/attitude of the character attracts a certain part of the playerbase that lacks certain game skills. In other words, players who play Jinx tend to suck at the game.
She is, but because she snowballs so hard (Like all late game hypercarries) her resets allow her to take turrets super quick and win game quickly. So almost any game a jinx snowballs in becomes a short game. However those that don't snowball, while powerful, don't have the kill pressure of a jinx who had the same items 10 minutes earlier.
Tanks get stronger the later a game goes on, and assassins gain more damage. Easier to nullify her power the later a games go on against an uncoordinated team. That is, if she is focused. Most people will. It is kind of like Jhin and Ashe in that fashion. In solo q it is easier to abuse burst damage and pure tankiness, removing the asset the damage as an asset.
Jinx is actually one of the best tank killers in the game though

Can be. Depends on how her team plays. If the tanks get to her she is done.
It might just be that other adcs snowball harder?
Snowballing doesn't mean much when games run really long, as any advantage you've gotten, the enemy has had time to catch up.
not anymore due to item changes
