Why is ryze still getting nerfed?

Ok, im main gold-low plat, i consider myself a good player and i have a lot of experience of this Game (if I spend more time, i could reach a higher elo, but meh) , and in my games, i never see ryze, and if there is, he usually loses Lane and is useless in late Game, now he cant ult zhonhya, even if he have a lo of items that give him mana, i don't ser him overpowered, when i play against him in mid, is pretty easy to Beat. I actually think he needs a revert, or at least Some changes on his ult.. And his passive, i think it's useless, only explain that your abilities sales with mana.. I played ryze when it was Broken, and damn, it was fun af, w-q-e-q-w-q-e-q.... Good times. But now, i don't get it, the champ is pretty useless
