Where Darius is at and how to solve his situation

Let's talk about Darius.
He's got a 90% ban rate right now and let me tell you why.
Because he's too oppressive, that's all. (Oh okay, are we done here?)
Not yet. Lets discuss his kit.
He starts with 263 mana with a growth stat of 37.5. These are actually some of the worst mana stats in the game but playing him right now you would never notice. Here are his Ability Costs:
Q: 30/35/40/45/50 W: 30 E: 45 R: 100/100/0
Q: Alright, stop right there, does that say his Q is 30 mana? You're telling me he has access to a skill that has wave clear, sustain, poke (in some matchups) properties for a meager 30 mana?
At least it costs more every level to offset the ridiculousness right? yeah 5 mana per level and that is effectively offset by the 37.5 he gains permanently anyways.
And all the while the skill gets 1 sec per level knocked off the cd.
Whatever I'm not angry (I'm kinda angry) At least it deals normal damage and doesn't heal when you're close to him right?
Well yes and no. Yes it doesn't do extra damage, but I swear there's a bug that enables the healing to go off even if you're inside the blades range.
Whatever, nevermind, forget it, Rito knows what they're doing. Let's talk about other things (like why swinging an axe heals him anyways)
No, I don't wanna talk about how that works.
Let's talk about his other abilities.
W:
I don't have any quarrels with his W. 30 mana for some damage, decent cc, last hit mechanic. I don't mind it because it doesn't grow in damage or in cc, only in cooldowns, and that is why it's okay to be 30 measly mana.
E: His E however...
Lets make hard cc cost 45 mana, displace you, and then give you a 90% nondecaying slow. Could you imagine if a Blitzcrank pulled you AND gave you effectively a 1 second root (90% nondecaying slow, root, what's the difference?)
And at 45 mana if he were to miss then it's no big deal. Just shrug it off, play safe for 20 seconds and go right back in.
Did I also mention he can grab more than one champ at a time? Oh! you already knew that.
With his E and his W he has access to a 550 range hook and a two second, you're-not-rooted-but-you-aren't-going-anywhere let me wreck face while you try to kite.
R:
His signature move, I think it's fine. You start messing with this kind of stuff and you start messing with that champions identity. That's not my intention, not here.
Solution:
What would this post be if all I did was gripe?
To rid him of his ridiculous ban rate you don't need to change who his is, just tweak his stats.
Here's my nerfs proposals
Q: Mana Cost from 30/35/40/45/50 to 50/55/60/65/70
Heal from 12 - 36% missing health to 7.5% max health + 5% per champion (7.5% - 27.5% at 5 champions)
E: Mana cost increased from 45 to 60
Slow removed completely
Cooldown changed from 24/21/18/15/12 to 20/18/16/14/12
Rationale:
Q: Increasing Mana Cost should make him actually feel his mana pool for once. Changing heal mechanics should fix ridiculous sustain in teamfights/lane
E: Mana cost increased to "punish" Darius for missing hook Slow removed to allow you to escape. CD reduced because cd's don't matter when you're worried about conserving mana
(Note: I would also be happy with giving both W and E a 90% DECAYING slow)
