Perhaps, if you played the game at any point ever, you may have noticed they aren't the same thing.

You do get penalized... You can lose a lot of gold staying under towers, and can only gain the advantage if the enemy suicides on you. Plus if a laner is not aggressive you can roam more, and threaten other lanes.
