They need a reason to. Kalista gets insanely strong with the massive stacks on her spears, so she doesn't need a buff, just attack speed.

As for Corki, I'd like to know too, because I have no idea how am I gonna get S ranks as Corki in the Rift that's not lucky matches.

Because of higher level play. She is bad right now, but people who are good with her and main her can do well. If they would buff her should be balanced in normal play, but in higher elo and lcs she would be OP again. Plus riot likes screwing with champions

Corki and kalista are to volatile of champs, either they're way to strong or meh

http://leagueoflegends.wikia.com/wiki/Corki Look at his patch history lol. He is one of the most buffed champions over the last patches. They didn't really affect his winrate anyway though.

Because none of the patches hit areas that are critical for his role.

If they wanted to really buff Corki, they could target his base AS (increased to something like 0.660 or so) or his base AD. The first option would turn him more towards a sustained mixed damage dealer (as it improves the item 3508 item 3094 item 3031 build), whereas the second would make him more focused towards a burst/poke caster ( item 3078 item 3070 ).
