@Riot - Will something be done about level-bot "players"?

Dear Riot,

It is really frustrating that when one tries to play a relaxed match or test out a new champion to have to deal with 'bots' on your team that will run down mid and feed the enemy bots into oblivion.

I write this message here as reporting these 'bots' seems to have no effect whatsoever. I report for cheating and intentional feeding, in the comment I will say that it is a 'level-bot', and yet not one single time has anything been done with this information. If thinking cynically, one might think that Riot really doesn't mind at all and perhaps is even happy with this as long as the leveled accounts buy skins.
