Is it time for Shield Piercing items? Hear me out

With all the recent Shield buffs to support items that make them just spam it 24/7 and unbeatable mid game tanks, shields are taking over the healing in a big time, healing is either overpowered or useless thanks to Grevious wounds, Shield takes the crown In a big time. My suggestion is to create a situational item that won't be cost efficient unless you really what to cut through a shield, for example another version for last whisper that ignores a small percentage of a shield or an item with an active effect that "channells for 1 second to gain a buff that on the next autoattack attack or spell, the damage ignores 35-40% of a shield" This can create move diversity in itemization and counterplay to shields, especially the long lasting ones, adjusting tanks and supports alike while it may also being healers back to the meta
