Anyone else thinks Garen is a little bit too much on the op side?

I mean, the dude hits like a truck, it does not matter if he builds full tank, he will hurt like a freaking riven, if he builds full ad he will hurt even more and also still tank like a freaking maokai. I dont know but I have been having games against garens and I find it completely insane, he cant be caught either, silence is a pain and he just needs to Q, two spins of E and R and you are dead. I find him very very toxic, i dare to say he is more noob champ than yi.
