How to solve Lethality's issue

Lethality is pretty weak right now and looking at the changes on pbe it seems like the items are getting more cdr because assassin's kind of need their ult to kill squishies. (Dusblkade gets 10), so I was thinking of why not bringing back brutalizer and having all 3 lethality items build out of it. This way you would have 30 CDR with 3 lethality items and make you not have to buy .

TL:DR Make all lethality items build out of Brtualzier to give ASSASSINS'S CDR and make all lethality items all 70 AD to make them pack a bigger punch b/c they feel a bit underwhelming in terms of damage.
