Does Ravenous Hydra need buffs?

Seems kind of over shadowed by Titanic b/c Titanic is a lot safer than Hydra b/c it gives health and scales off of your health. Hydra's only really built on Champions like Riven and Fiora b/c of the active. It feels kind of weak to rush b/c u need CDR from other items like DD and ghostblade and you need AD to make the active do anything.
