Lower Poacher's Dirk Cooldown

Yes, I do know that someone posted something similar earlier, but I felt like being more specific, so be quiet.

A cooldown of one minute is way too much for the risk involved in counter-jungling, the price of both it and the Serrated Dirk, and the process of waiting. I'm not a big jungler dude, but I do play some good ol' fashioned Vi every once in a while. Whenever I buy the Poacher's Dirk, I go into the enemy jungle shortly afterwards. as common sense dictates. I kill some monsters and gank a bit, but by the time I recall or die, I nearly have enough for a normal Serrated Dirk, and that's after I buy the Caulfield's Warhammer involved in crafting Youmuu's Ghostblade. Sometimes, the enemy jungler and someone else double team me while I'm borrowing the life of their Krugs, meaning that I get a stack on the Dirk and a small amount of exp. at the cost of dying. In the end, I typically end up selling it and buying a Serrated Dirk.

I see this problem being solved by lowering the cooldown on the Poacher's Dirk's passive from one minute to 30 seconds.

Yeah I find that to be an issue as well. I could easily just save up the 350 gold for full serrated dirk in three minutes by staying safely in my jungle rather than risking my life in the enemy jungle. Pretty pointless item really. Shouldn't even be on cool down to be honest, if you can take 3 camps in a row without dying then you deserve it
