Why can't we have a All Pick Ban Mode in ARAM?

Guys in Heroes of Newerth they have an all mid map called Mid Wars and to compensate for the OP heroes they added a banning phase where 10 heroes are banned everybody gets to ban 1.

Why can't we get the same instead of being forced to random? nobody really likes to random
