This has been the case for literally years.
Hes been like this ever since the top lane banner of command zzrot portal build was viable.
And why should the lane of a champion be fixed?
Champions don't technically have to go anywhere. There's no rule in balancing. It's only when a champion crowds out everything else when it's picked (tank Ekko, certain ranged top laners, etc) that it deserves scrutiny. Hell, if Darius mid was meta without crowding out every other choice out there (which, given his kit, is unlikely and would probably require him to be OP or a deliberate counterpick), that'd be no reason to nerf him for it.
Enforcing lane meta is ridiculous. Bot lane is already stagnant enough as is, no need to encourage it elsewhere.
He's like Quinn. Wrecks or just generally gives melee' a miserable time.
The top has always been a good home for the donger.
