Draft champion ban cheese.

So, there's something relatively "cheesy" that occurs every once and awhile. In draft, someone will dodge for whatever reason. Not a big deal, as you'll get into another lobby pretty quick. The problem is that usually it's the same exact people. Where's the problem in that? Well, people tend to ban the enemy teams picks giving them an unfair advantage (depending on when the dodge happened). Or, giving your team the unfair advantage. I suppose, it's not a big deal, as long as this's normal's exclusive , but it's happened in ranked a few times too (to me at least)... So, my questions are, should this be punishable, does it really matter, and has this happened to you? Just so everyone is clear, I'm not even stating this's a serious problem, just asking for some clarity.
