Heimerdinger needs a buff (Seriously).

Although, interestingly enough, his win rate is fairly sub-par, 49.43% to be exact. This is an extremely clear indicator he needs a buff. Maybe make his E hurt turrets again, or make his passive effect himself as well. There is a large range of small changes that could help.
