Someone asking for Lulu advice? I'M HERE!!!!! (WARNING LONG POST)
1. Who works best with her? Anyone who are autoattack reliant. Even better if they can be at the frontlines. Good examples are
(yes Quinn/Lulu lane is very nasty). Of course, backline and longer-range ADCs such as
are just as great. She still works with caster ADCs, though, so there's actually no one that she can't work with.
2. What should you do in lane? Compared to most supports, Lulu isn't easy if you want to stay alive, do something, and not drain yourself too quickly in lane. Don't forget her range is a LOT shorter than those compared to other ranged supports, unless you have heals (in which she doesn't). Optimally, you should be standing side-by-side, poking and timing your pokes/shields properly. Since you like shields, I'll just focus primarily on that. Contrary to popular belief, it is far better to E ally cast than enemy cast in general, because E ally cast actually gives someone not only a (weak) shield, but also an AA-steroid that deals magic damage! Which also means, yes, your ADC can help break Morgy shields, even though you should use Q to break it completely before anyone uses any CC spells. Use W sparingly since it has a long cooldown. Try to AA more instead of Q to harass, so you can sustain longer in lane. Since Lulu's supposed to be THE backline buff/debuff support, don't fret too much if you are a little behind the ADC position-wise. Just make sure your ADC doesn't get into deep trouble.
3. What should you do in teamfights? This is pretty much thinking, decision-making, and "use your own judgment". Yeah, sorry, this isn't Lulu mid/top where you blindly mash buttons and be useful; that's not how support works. Since you're Lulu and that you're squishy in general, you should try to stay in the backlines and peel for squishies. In general:
- Q: Good for siege/general slowing. Try using it as much as you can so you can peel/help lockdown better.
- W: If enemy team isn't that dive-heavy, use it for tanks/assassins to engage. If enemy team is kinda dive-heavy, save it to stop them, and peel. If enemy team has channeling abilities, save that to stop them from channeling. Great for single idiots walking into the wrong neighborhood. VERY powerful disengage tool.
- E: More ally-cast, less enemy-cast, unless it's shit like Akali/Wukong/Vayne/etc. Enemy cast should ALWAYS be used to provide vision, and nothing else. Either give this to your AA-reliant teammate, or just your ADC in general to help boost more "hidden" magic damage. Since you're supporting and that this is what you should max last, your shield won't absorb much damage, and that's okay.
- R: This isn't just a tool to save, but to engage as well. If you can use it on a diving tank/assassin for a fancy wombo-combo, go forth! If your team got so much CC that your ult isn't necessary, then use that for saves. Try NOT to use it on yourself unless it's ABSOLUTELY necessary.
4. Any awesome items to build?
: If the stats alone don't make you smile enough, then the passive is just as great. It makes the purpose of E ally cast even more meaningful.
: You hate healers or shit like Swain? Your midlaner is AD? This book is affordable to even supports, and you'll definitely look smarter once you build it. Hey, it's got great stats too!

Spellthief if you can spend at least 50% of your time harassing. Otherwise, go coin. Use your own judgment, but in general in a Caitlyn lane, go coin. Switching items would only lose income output, so it's not necessary.
Otherwise your typical support items are good enough.
Since I one-trick main Lulu, I don't have much clear info for anyone else. But in general:
: E = free BF sword + very strong shielding power. As Janna, you can literally stay in the backlines forever and just peel from squishies. She's THE disengage support, so don't fret if you can't land fancy combos.
: A more magelike version of Lulu, but without disables in the place of having lockdowns. Since she got so much raw damage and range, mash Q for the maximum (annoying) harass potential. Use W if someone gets TOO close, or you want to lock someone down. E is for general shielding. In lane, use more R+Q for the nastiest harass potential. In teamfights, try to use R+W for super strong lockdown, or R+E for free Sivir ult + shields for all.
: If you want to look like a midlaner crying about the fact that you can't get mid. Nah, don't shoot me, I'm just kidding.
She doesn't have much utility on her, and drains mana faster than Lulu does. Which means, her harass potential is limited. If you wanna be THE carry support, that's your go. Even though Lux botlane is NOT recommended, unless in Bronze or some shit.
: Like Lux, she doesn't have much utility, but more raw damage/heals instead. As Sona, you're supposed to poke as much as you can (Q passive hurts like a bitch I tell ya), and help sustain you and your ally in lane. Uh... there's not much to her if you wanna be a decent one, but to be a great one, you gotta know how to use your passive (like how Karma uses her ult), land great stuns without dying, and fiddle with your auras for maximum effect. Q aura = bonus magic damage upon next hit for allies, W aura = mini shield, and E aura = more movement speed.
