I actually have never understood why her ult even gives her a shield. What is the logic behind that spiking someone gives her a shield?
I would love to be able to sneak up and kill an enemy champion that is about to die with 
's ult.
I'd say missing health + a base since she is an assasin and plays like one too. Her curret ult almost feels like you should initiate with her because it will deal more damage with the current health. But that's almost always a bad idea
Her ult was %max right after her last rework. That lasted about a week or two before riot nerfed it.
That is what it used to be and it was dumb not seeing her coming and then you're dead.

She needs her passive changed before anything else
The shield s to increase her generally, piss poor survivability. Most of the people here will just bitch about her passive though, so I wouldn't even bother discussing anything in GD.
Riot panicked when they messed up on her AP vs AD balance and people went pure AP + Deathfire Grasp and went around dealing 80% max HP damage in under a second.
