She's among some of the slowest champions and her wind-up animation is quite long, so trying to orb walk with her is a nightmare. For a champion who's so about kiting, she can barely kite anything.
Plus champions like 
who have mobility (which aren't effected by slows, might I remind everyone) ALSO have faster movespeeds than immobile chamions, how is she supposed to protect herself?

I wouldn't say the best adc but I would say a rather balanced adc.
