So put your money where your ass is riot, buff him. Youre not biased right, you dont only buff champs with large playerbases to peddle skins to right. Well where is his mr damage and ult range buff.

What about ryze ? He's the lowest midlaner.
If you watch any mid lane main in higher elo they will all say that he's an underrated power pick. He's fine in his current state, people just don't know how to pick him properly, as in when to pick him and what to pick him into.

When Viktor is strong he warps the entire midlane meta around him. You can never siege against a Viktor, he deletes squishies faster than literally any other champ, and he has massive zone control. Very few mages can even hope to keep up with him in ONE of those aspects, so it warps the meta to just Viktor and whoever can bully Viktor the best early on.
I thought they were going to buff him after they obliterated Rylai's Crystal Sceptre?
its actually 46% nearly 47%... and its since july, but your point still stands, a buff is needed
maybe like 3-4% but no more than 4%
or even better yet, they can actually FIX 
by reverting its stats back and giving it a freaking internal cooldown like they should have done
