Lucian Ultimate Crit Effects.
I find Lucian's ult to be in a hitch as of right now. It feels like Riot does want Lucian to 100-0 squishies with the term "The Culling". Its a hellstorm of bullets pelting any first target in its path relentlessly. However, when put into practice, the ult, especially during laning phase, is a montrosity that had to be nerfed (even I agree). I feel as if a rework like this would help define The Culling as Lucian's most vulnerable yet deadliest state as he unleashes all his rage into his relic weapons.
Sidegrades for Lucian's ultimate should deal 15/30/45 + (15/20/25% total AD). This will drastically make early game Lucian's ult a lot weaker, making players use his ultimate wisely with a small AD buff for the late game. A new change that would prove very useful is that after casting R, future Rs will change the direction of the ultimate to where the cursor was when the R was pressed. To cancel early, any of the other skills can be activated instead, even if on CD. However, E cannot be used while ulting and will not cancel the ult if on CD.
Buffs for the ult revolve around crit, with AS and AD being an important aspect. To begin, Lucian's ult should be able to crit depending on his crit chance (yes, inspired by yasuo and esp. MF, sorry). I feel as if only his passive is the only thing that makes crit worth getting, other than essence reaver's mana regen nature. But instead of raw extra damage, his ult should get different damage bonuses. At rank 1, lucian's R crits will make all future shots for the duration deal extra damage, scaling off his bonus AD. At rank 2, R crits will reduce the target's armor by a flat amount, scaling with bonus AD. At rank 3, R crits will deal % max hp in physical damage, scaling off his bonus AD. The AD values should be small, since they will add up together to pack a punch. Lucian's ult will also shoot at a faster rate (same amount of bullets though) scaling off his bonus AS.
To compensate for all that damage, I'd like to talk about the cons. For starters, Lucian's R has a .5 second spool up time with an animation letting all players know that he's about to ult. Also, his MS is reduced by 10/9/7/6/5% (scaling with E level to add to the name "relentless pursuit") upon casting R.
On a side note, I'd like it if Lucian's Q scaled off total AD with a small base amount. This way, early and even mid game still gives enemies breathing room if hit by Q, but the skill's damage remains just as vital as the lightslinger passive it will provide.
