Clear Issues in Patch 5.13's item changes
I'm going to make this as compact as possible:

Teams without dedicated AP AoE mages will encounter further issues than normal when faced against teams with ally-healing. Soraka will basically be pushed into permaban and her synergy with champs that naturally build SV as a core item will skyrocket into stupid effectiveness. Please note that this was after the removal of Grievous Wounds on healing-countering champs, and now Morell feels considerably less rewarding as a counter-play item.

You've upped the MS bonus on Luden's Echo to 10%, matching that of Swift Zephyr and Trin Force. Simultaneously, you've increased Rylai's slows by an assload. Champs like Lux and Brand will basically be uncatchable and extremely oppressive. Anybody who has been using them even before this upcoming patch will have already realized this I would wager. By increasing the MS bonus even more, you make it harder to reach these very long ranged champs while simultaneously enabling them to maintain their distance with the increased slows, and the two items capable of matching Luden's bonus are situational or only reliably useable on certain champs.

Begs the question why Gunblade has been left untouched over Will of the Ancients' new Spellvamp calculation. Or why we are essentially buffing Vlad's early game in the top lane since the largest counter against him for tanks is to build MR first - this change now means that Vlad will now far more reliably counter tanks. It does alternatively mean that normal minions won't heal him for as much as before - he's more dangerous ahead but weaker if behind against burst.

Vel'Koz and other lower-scaling AP mages are basically monstrously buffed - they're champs that naturally have the option to pass up Rab's due to scaling being a considerably lower worry to them. However, you've buffed a lot of their key items' AP, which passively gives them considerably more power, while simultaneously buffing a lot of these champs' main item's utility - Rylai's.
The dangerous thing being: all the truly affected champs already stand near the top of winrates in all ranks.
