@Riot Regarding Heal Embargo in URF

So as many players are aware, URF mode is most likely returning very soon, and this time there will be limits set early on for champions like Nami, Nidalee, Sona, and Soraka. This is understandable, as Sona and Soraka were pretty impossible to kill early on.

What I question, though, is if they will get 'compensation' later in the game for having really weak heals due to Heal Embargo seemingly starting at 3% effectiveness, rendering Sona's level 1 heal to heal for .9(point 9) . Does Heal Embargo pass 100% effectiveness later in the game?

i would hope it doesnt

with 80% CDR you will be spamming the heal every couple seconds and its resourceless. it makes a lot of sense to put a hard cap on that.

Early on, yes; but later in the game everyone else has crazy damage and most healers are rather squishy (reworked Soraka even has to give hp to heal people, thought I think health costs are lowered in urf?).

Don't know how they got it but someone had a screenshot of the buff details in-game, it supposedly starts at 3%. http://i.imgur.com/AzhaGO3.png
