I do not play Zoe so I won`t speak from personal experience, but ever since the last patch I have noticed Zoe is never banned or picked anymore, and she has a near 42% winrate. I understand she sucked to play against but does anybody feel like maybe the nerfs were overkill?
They were. We knew they would be. It felt bad putting those Zoe nerfs in for 8.5 knowing she would likely be so weak, but it felt even worse to not address the situation for the non-Zoe players. Zoe is getting some help in 8.5 as a result.
IMO the saddest thing about Zoe is that she's the first champ Riot's released that didn't improve the game in anyway, and now that she's gone it isn't any worse without her.
They were intended to be overkill so riot could buff her later on, and see what the nerfs hit while seeing what they could buff in return.
People think playing her the same will earn the same results as when she was completely unfair to play against, i.e. E every 3 seconds with 200% true damage in fights for a total of ~6 or higher E's going off for a total of almost 1200% true damage off of just the E ability alone. People still do this when i see Shiptur for example playing her, he plays her the same way as before. The correct way to play her (personally having better success) is to play around the Q and not her E anymore, as i thought before hand. Hope that helped a bit to understand why the nerfs are fair.

It was intentional. Overall I think the only thing wrong from 8.4 was her waveclear got removed. She can't 100-0 anymore unless she is crazy fed so she pretty much has to poke someone down a little and then go all in. But she can't do that if she can't even get out from under tower.
8.5 is bringing her some buffs. From the sounds of it she has her waveclear back, and looking at the math of it she has more late game damage to her Q. So she's more of a scaling champ. It sounds like she won't be able to 100-0 anyone in the early game (again unless crazy fed) and thats the time to really harass her to try and keep her behind.
