Ashe can use her Q on turrets again, is this intentional?

Was playing some Ashe today, and I was able to use my Q on the enemy turret. I remember vividly that Riot removed this because it wouldn't fit her lore, Ashe was a queen and was about peace, so she shouldn't destroy stuff. I checked the patch history, and in 5.11 Riot did indeed remove the ability to use her Q on turrets. I checked Patch 5.22(preseason patch), and patches after to see if they added it back in. I have not found anything of the sort. So my question is, is this revert intentional? If so then can we get something in the next patch notes, and if not can we get it removed?

P.S I dont hate Ashe, and i'm not trying to ruin her, but if something was removed, and added back in, without notice in the patch notes, then it should be brought up.
