Lissandra is not a Late Game champ

Yet her new passive hurts her laning by hard nerfing her sustain. Consistent additional sustain does not equal something that triggers conditionally that also as a conditional effect. Her new passive is a big part of why she is F tier she needs that lane strength from her passive back. Yas loves that Liss is easier to lane against with less mana, and he is an uber carry. The uber carry should be the risky one, not the control mage.
