15 wins out 22 yet again. And what happens? At some point I get all these first timed ranked people who can't play and we lose. It's simply not possible. You can't win when your team is full of first timed ranked people.

Don't build the same thing every single game. You need to adapt your build to what's happening. Also Liandry's isn't that great on Soraka, if you want Health and AP get a Rylai's or ROA.
Change up your masteries. It's better to go 12/18/0 OR 0/18/12. Tough Skin is also better than Explorer most of the time.
Once you get a sight stone, get the red trinket. No point in having a warding trinket with a SS since you have a ward limit. Pick up some pinks too. Vision and vision denial help a ton.
If you think your teammates are always going to be bad, don't build a team-oriented build. Talisman and Zeke's are better if your team and you are on the same page. Go for Spellthief's instead, gives you better poke which it looks like you're going for (Maxing your Starfall first and the AP runes).

I am literally going on 10 and 6 games winning streaks. I am winning far more than losing and then I get these just horrible teams. I have gotten adcs who won't advance. They attack from so far away and don't give me as a support the chance to do anything.

What time during the day do you play? That can also factor in especially if you are playing during a time that kids get on after school.

select a champ you can carry with, (you can be a support champ too, and protect the team 24/7 but someone needs to carry)
encourage your team to place ward and buy wards.
Encourage your team to play passive if they are not sure of themselves, and wait for you to carry.
Try adding people who play good, and team up with them.
It might be hard, but not impossible.

As soraka you can heal your team, and delay their deaths, but cant make them immortal. Try playing sol, stun the entire team before they can do anything, try something new other than just soraka, there are 100+ champs out there.
Thats wonderful, keep up the good work, but remind your team to place wards, if they dont listen then its their fault. I am one of the few people that wards properly, when my team does nothing and ends up feeding, i get you there and the struggle is real, but reminding them a few times might lower their death rates? Like i said its their fault if they dont listen but you gotta do your own part as a supportive team player (that is to remind).
Its true, hardly anyone listens in bronze, they say they are sick and tired of the meta, and use braum as an adc. There is nothing you can do about it. But thats not the end of the line. These are new players, they dont know anything, but that shouldnt stop you from trying. Most of the times it would be the enemy team who will have 4 noobs, and 1 afk where you will get a easy win. That is where you stop being a support and carry the game out, it doesnt matter if they die 10 times fighting chickens, if you can kill 3 players in a team fight (even if it is suicide) your enemy team would have to face 4 players with 2 of their own, (which they cant because it will most likely be the support and tank). Use your players as baits, if not lethal, and push a tower or two, if you carry, the opposing team will follow you and target you the most leaving your team to push a tower. When there is a will there is a way, dont lose hope and you'll get there.
Ranked is all serious business, i get it, so try not to play ranked if you are afraid of getting into a noobie team. When and if possible upvote the players you think are good (both your team and opposing team) and you get the chance to reinvite them. You dont have to add them to play. Most players in their busy schedule play only a few games each day and go off. if you invite them right after a match chances are that they will play. One or two players in your premade should give you wins a lot easier.

myself and a freind i made just climbed out of bronze together and it goes so much faster. even having just 1 teammtes you can rely on makes a world of difference.
and trust me.. every 15 games your so you will find a decent person on your team or thier team who will be impressed by your plays and you will be impressed by thier, and you are both in the wrong elo and you become freinds and climb out together. your not the only person having trouble climbing out alone.
just keep your eye our of players on either team that do very well and as long as you proved to them during that game that you are at their skill level as well, they will be more than happy to duo with you to climb faster.

When I play champions I am more comfortable with (Nami, Morg, etc.) I am more likely to win games because even though I am supporting I do have massive damage output and I still can protect my ADC. Some games are unwinnable. Sometimes you go 6/2/14 as Nami, but your team is too incompetent to play off that. Every time you lose look at your own mistakes and not your teammates. That way you improve and are more able to carry.

for my last tip i'll say this if one of you're team makes a mistake and you say np we got this or just do you're best or you say omfg rito how did i get teamed up with those noob plz report that noob get cancer
wich one would want them to stop playing and stop winning and wich one is willing to make them want to acctually be a helping hand
for the more develish players out there you can to some exctend create this in the enemy team or reinforce it by when someone makes a mistake on their part just saying it in all chat might bring his team on to him or when the start to argue in all chat just give them a little nodge in the right direction

- play a top lane carry they are the easiest to get out of bronze and once you're in silver or gold play soraka again and then you can say you don't make mistakes
- install a program so you can watch you're games again you'll be suprised what you see when you take a step back ( maybe a mistake or two)
- remember that the majority of players are in bronze and silver and like 80 percent thinks he doesn't deserve it so be more humble and more friendly to you're team

most top lane champs aren't for me I have tried most of them.
Most of my games with Soraka were damn near perfect only time I die when I have a trash adc or when I take a chance because the adc is way too passive. That's truth. You can believe it or not, but

Wait a minute. Have you seen my k/d/a as Soraka? Because if you haven't you shouldn't be talking. My KDA as her speaks for itself.
I don't like or never want to use Nami or Janna which I find quite boring, useless and easy to beat as Soraka. I don't like Morg type champs.
I don't use Brand or Poppy. And Voli is a no go too. And don't even bring up Blitzcrank, too easy to kill as soraka for me.

I won 8 of my ten provisional games to be placed in Bronze 5, Silver from last season. And within, I would say about 2 weeks, I got my silver back. You are the one who needs to carry the game, don't worry about what others do, focus on your own gameplay and your decision making. I mained mid/jungle and pretty much won every gam eup until Bronze 1, where I lost my first game. SO yes it is possible, but you are the one who needs to carry, and not rely on your team mates because 9 our of 10 times, they are going to very bad.
Edit: Play Malzahar mid, that is probably the most freelo champ in bronze, and volibear if you jungle.

One, I am Soraka Main. I can get about 4 kills a game on average if I don't hold back. My decision making is fine. But when you have adcs who won't advance forward I can only do so much.
I don't use either one of them. I can't stand Malzahar or Voli. The way they play doesn't work.

Lyless1 votesIt happened again. 34 ASSISTS! Five kills and still a loss. Why? Because the ADC can't play and is scared of his own shadow and a jg that can't jg. 5/6/34. This is why it's impossible. I did everything and still because of that stupid blocked team (now) we lose. They never need to play ranked again.
