can turn off his E to keep the element of surprise in a gank. can toggle his e to avoid agroing a turret if he is tanking it with an enemy champ nearby. I always feel like should have the same toggleability. When playing jungle I like having so I can travel more quickly to different lanes to gank and so I can be a fire-ice bear but find the mobi passive going down because my neckware set a few wolfs on fire and I am suddenly very slow. While minor I would greatly appreciate the consideration. Also note any number of junglers would benefit from this.

Not only that, you can't farm under the enemies turret with item 3068 if they are under it too. Once you buy it for a tanky top laner you are pretty much committed to staying away from the enemy turret so you are less effective at pushing a lane

I'm a little surprised I am getting negative votes. To each their own but I thought it was a pretty good idea.
