Series Promo Between Divisions

I've been doing a lot of forum surfing over this topic and I have to ask, why is this still a thing?

I actually won 11 matches in a row (9 as Udyr) including my 1st promo match. Lost the next match cause 1 guy was AFK and the match after that cause our "Support" intentionally fed. He was mad that I went support Ezreal. I say support because I actually build and go AP. is a powerful bot lane AD/AP combo. Did it successfully on many occasions. Nonetheless, Nasus said it was trolling, then said if you're going to troll, I'm going to troll. From the very start of the match.

Won 4 matches in a row to get back into Promo, had a troll Teemo and another AFK.

From here I went on a losing streak down to 0 LP. Made it back up to promos, won 1st game, lost 2nd game because of a troll Ezreal. (Mid AD Ezreal, 0 kills, 9 deaths, 2 assist). The rage was real. Won the next game, now I'm B4, YAY ME! (sarcasm)

As of reaching B4, I'm on a 6 match win streak, but only have 39 LP, which people in the forums have explained to be because of low MMR. 39 / 6 = 6.5 meaning even with 3 matches after hot streak, I'm gaining 6 LP. So I have to prove I belong. Cool, no problem.

My problem that'll I have to win 9 more matches in a row just to make it to promos (hope I didn't just myself), but then win 2 out of 3 of those matches. In order to advance to B3, I need to win 11 of my next 12 matches. That means in total, my road from B4 to B3 at this rate means I have to win 15 matches in a row, plus 2 of 3.

On many other's post, it's been suggested countless times, you keep the PROMO matches between tiers (Bronze to Silver, Silver to Gold, Gold to Plat, Plat to Diamond, Diamond to Master), but not between divisions (V to IV, IV to III, III to II, II to I)... why has this not been implemented.

In my case, I think I deserve to get B3 just for simply winning 15 matches in a row if I can do it. I'm set on winning the matches in a row, because it's also been explained to me that even though I'm only gaining 6-7 LP per match, the LP losses would be 20+ (that would be very demoralizing, I'd probably just give this game a break for awhile). Again, there is definitely a such thing as Elo Hell, even though I have a 51% win rate.
