Will there only be two vgu candidates next year after kayle and morgana?

This has got me a bit concerned. Riot said they wanted to split the vgu and new champions to 50/50 like in 2017. which is 4 vgus and one game play update.

The problem with this is that kayle and Morgana have been in devolpment since august and wont be released until next year and that makes two vgus.

There will only be two left. I would say for sure is one of them and the other is still unknown. Probably

I'm not educated on this stuff so any help would be great, but I have a strong feeling the game right now has run into a content drought, unless morgana and kayle together count as one vgu then I cannot see there being more than 2 other vgu candidates next year.
