What's weak about vayne's laning phase?

I always hear that she's weak in lane but I don't understand why, or is it still even true in S8? I guess she can't push the lane as fast as other adc's but pushing a vayne lane feels bad because if you ever get ganked or a trade goes sub-optimally for you then she can run you down with her passive. Is there something I'm not exploiting? Because I feel like if she's going to have as dominating a late game as she does then she should be vulnerable early, no?

She has a low range and weak damage early. Her issue is relic shield makes her immune to poke and supports are pretty busted so they can just constantly keep her at full HP so she can farm for her items.

It isn't Vayne that is broken its the things she is abusing

more or less this. Her laning phase is a weak indeed, but there is just so much shit that negates this (like the lane bullies all being nerfed, Fleet Footwork taking over Warlord's job of negating poke, Relic Shield healing her, overheal giving her the shield, etc)

Fleet footwork just on its own isn’t that big of a problem, and has its trade offs (no damage boosts like the other two precision keystones), but its the double relic or relic + enchanter support strats that make it unbearable.

On the other side though, if we take away those starts, then mage supports will become unbearable in lane due to ADC’s lack of MR now.

It’s a catch-22 straight to hell. Damned if we keep it the same, damned if we remove the build option

Yeah, I know it isn't. I like it on its own, but the rune in combination with everything else just nullifies the entire early game.

It sucks. Mages dominate, you get shoved under tower into misery. Engage dominates, you must dance around your minions and hope you don't get caught. Sustain dominates, the lane is boring and everyone gets a free pass into late game.

I personally miss when lanes were rock-paper-scissors (sustain beats poke mage, engage counters sustain, poke mage counters engage) so you saw a mix of everything, but I'm not sure that it's even possible for that right now.
