Why Do People Take PTA?

Every game I see someone that takes PTA, its 99% of the time doing the least damage of any other rune in the game.

Grasp top laner? Doing more damage than PTA on any champ. Dark Harvest? More damage than PTA. Electrocute? More damage than PTA. Aery? Slightly more damage than PTA. Every rune that does damage in league? More damage than PTA.

I even find sometimes where my Sudden Impact is doing more damage than my fed PTA ADC. This rune should just be buffed or changed, it does absolutely nothing, and I see more and more people not using it due to how useless it is.

Don't forget to account for any added damage from it's debuff. The tooltip provides that if you hover over that. I will say it does feel pretty lack luster to use in some scenarios but you really shouldn't neglect the 12% damage increased from all sources.
