Fix the juggernaut - give it a machete burn scaling off armor, health, and magic resist.

Have the juggernaut item scale machete burn off of armor, health, and magic resist. Then the clears of tank junglers could scale off of the stats they are supposed to purchase. This is a simple solution for making tank junglers more viable, and it is unlikely to cause any unintended consequences because it only affects junglers and can only benefit those who build tank stats and it does not directly affect their power outside the jungle.
