Viktor back to the meta? As soon as he gets a new skin...

Would like to ask to the Rioters, any changes coming for Viktor soon? He is the fifth midlaner with the lowest win rate. There are some champs like Cassiopeia and Galio on the bottom of the list, but we all know how good are those Champions on the competitive scene. Since the Rilay's nerf, Viktor has never being relevant again to the meta game. As a Viktor main, I think he needs some changes for the current meta. So well, that's it.
