Profanity in chat/chat restrictions... they need some changes
Eh. They need to modify it. This is how I imagine a good balance for the chat system:

There is a toggle (in the settings/options when you press escape) for the chat filter, which is what we have now. So it's always your choice what you see or don't see.

There is also a toggle for whether your language that you type is filtered or not. (as a general courtesy kinda thing)

Obvious words like racial/sexist/discriminatory words should be permanently banned/filtered.

Words like fuck, fucking, damn, damnit, shit, ass, and dick; should be allowed within limits.

If you use profanity a certain number of times in a set period of time, your self-chat-filter is turned on and locked on for the rest of the game. PLUS you are temporarily muted for 2 minutes (just *'ing the words will only do so much, it gives you a bit of time to rethink how constructive the message is)

If there are more than 5 or so profane words in a message, you are muted for 30 seconds or so (it gives you a bit of time to rethink the constructiveness of the message)

After you are muted 6 times or so, the chat logs are flagged with your name attached for a moderator/tribunal/operator to review for a temp ban. (I think if someone is shortly muted, they wont use excessive profanity for at least the rest of the game, because the person will realize that they'll just get muted again. So there won't be many Chat logs that need review)

This is meant as a much more general change. But we need a more immediate, effective, and a more present system, to punish players for profanity, intentional feeding, intentional trolling, etc. We should be able to have a moderator or official of some sort to address an issue at/near the time of the game. What we need to target, is players who just need to understand how their behavior is unacceptable. For example, Player 1 lanes against a hard counter, and has a hard time laning. Player 2 gets mad because of it, and stops trying because he thinks Player 1 is intentionally feeding. Player 2 tells in all-chat to report Player 1 for intentionally feeding. Situations like these are the worst. Everyone gets upset. It has become impossible to have a bad game without receiving harassment or grief from other players.
Scenarios to explain #1 & 2:
- Player 1 turns his chat filter for other players OFF. Player 2 turns his chat filter for himself ON. Player 2 says "fuck". Player 1 and Player 2 will see 4 stars (shift 8) on his screen. Additionally: Player 2 will receive NO punishment for his language; he wasn't excessive or mean about it.
- Player 1 has his chat filter for other players ON. Player 2 has his chat filter for himself OFF. Player 2 says "fuck". Player 1 will see four stars (shift 8 on his screen, but Player 2 will see "fuck". Again, no punishment is needed.
- Player 1 has his chat filter for other players ON, and Player 2 has his chat filter for himself ON. Both Players will see profane words *'d out.
- Player 1 has his chat filter for other players OFF, and Player 2 has his chat filter for himself OFF. Player 2 says "fuck". Both Players see "fuck".
Yeah, this probably will be criticized, and Riot will most likely never see this, but whatevs. Just what i'd like.
