so back in v4.1 Shyvana E was nerfed Damage reduced to 60 / 100 / 140 / 180 / 220 from 80 / 115 / 150 / 185 / 220.

but in v4.15 Fixed a bug where Flame Breath was dealing an extra 20 damage at Rank 1. The damage now accurately reflects the tooltip.

wouldn't this mean that the skill was still bugged when it was nerfed and should be reverted?

That means when it was nerfed there was a bug causing it to use the unnerfed values. So no, it should not be reverted.
