Minor idea to rework a niche item to counter shields

Instead of penetrating shields (which would be visually confusing, tbh, to have a shield but not see it reduced as your health bar goes down), a disabling mechanic might be key.

An item like that, able to disable shields (think Sombra's ultimate from Overwatch) or severely reduce their effectiveness, would have to be balanced by small range as to not make every shield item/ability on a team useless, but heavily reward the champion who can dive an entire enemy team and activate it. Whether or not that's too easy is up to debate, but there just so happens to be an item that's underused but fits that niche perfectly...

Make item 3800 glorious again. Remove the aoe slow, give it a shield reduction/deleter (but allow shield secondary effects to take effect, such as Lulu's passive, Janna's AD boost, or Riven's dash so champions can still use their abilities to partial effectiveness). If "disable" isn't cool enough of a debuff name, perhaps something like "Shattered" or the like.

Because of RG's cost, it could be both a tank support item to allow them to counter enchanters in bot lane, as well as a niche item tanks could make if they're willing to sacrifice a little MR/armor to increase their team's dps effectiveness.

This might be a shit idea, or the best idea ever. I don't know, I'm practically bronze. I just like playing Overwatch this year, and Sombra's ultimate got me thinking.

Active: AoE 4 seconds debuff (90 or 120 cd) Enemies hit recieve a unique debuff called "insert cool name here" that reduces heals, shields, and speed buffs by 50% for the duration.

The issue with league is everything has a fucking shield, an item that shields, an ally who shields, or has a shield in their passive all the time.

A shield counter is almost nonexistant to even create since the moment the shield does die, 9/10 times they'll have another or the shield right back in .2 seconds.

In overwatch there's only so many shields and the roster is still small in comparison to 133 champions, making a specific answer feasible.

By "disable" I didn't mean "lower the current shield," I mean "no further shield can be created/additional shielding will be reduced by X effectiveness" precisely for that reason.

Besides, that kind of "counter" for a singular shield exists in the form of damage, making this item pointless if that's what I meant.

If they added a grevious wounds like effect to shields where shields were lowered in similarity to healing, thats fine.

But then we don't need an item rework, just a literal grevious wounds buff.

I'm not sure mitigating both healing and shields at the same time would be a good idea, though. On separate items, sure, but not on the same mechanic.

Righteous Glory is kind of overshadowed by everything else. Giving it a shield shatter might make it a good counter against certain team comps, and give tanks/bruisers a way to give assassins and burst mages an edge without giving all the toys to said assassins and burst mages and promoting teamwork.
