The completely ignored elephant in the room of champion balance

Something like 50% of champions need small buffs, and Riot just ignores it and reworks them later to make money. By leaving the viable champion pool small, they leave themselves ample opportunities to invent reworks and hype them up.

Am I wrong?

Small numerical buffs are cheap and can be done with minimal testing, reworks mean a lot of development time spent on one champion.

Not every champion can be tier 1.

If they can do this, they should also do it for Talon's cloak.

Whatever catches the EDGES of the DAGGERS on the CLOAK counts as hitting Talon and it's a huge bummer.

Edit: I promise I read the OP (of the other thread) from preview okay T_T this is just a minor setback

Most champions are viable. People seem to get the words 'viable' and 'optimal' confused.
