Viktor's nerfed laning phase and possible solutions

So after playing the new Viktor crazily for a couple days I've noticed what the biggest issue with his rework is, and that's that with his ult no longer silencing he gets countered by the current meta of "bursty as all hell mid laners with great escapes". Without the silence his ult gave him, Viktor now has no way to really defend against any champions like Zed, Akali, Leblanc, or basically any champ that has solid escapes or gap closers. Lemme just give a couple examples:

Example A - Zed ults in on Viktor > Viktor lays W on himself so that Zed ends up in his W upon becoming targetable again > Zed uses his full combo and then teleports back to his shadow and kills Viktor before his stun procs > Viktor dies without being able to do much of anything in terms of counter burst

Example B - Akali uses her gap closer on Viktor > Viktor lays W on himself so that Akali is in the radius > Akali unleashes full combo and then uses her W before the stun for Vik's W procs > Viktor either dies or is insanely low on HP with with the bonus MR that Akali gets the counter burst from Viktor is ineffective and VIktor can't even use his full combo to retaliate like he normally would

Now, before VIktor could just ult himself AND W himself in situations like this to help proc his stun without champs escaping AND to stop full combos from tearing him apart before he can start his assault up. Now I TOTALLY understand that countering champs is a thing and that if Viktor gets countered in lane that's fine, not all champs can fight all champs, that's just ow the game and champion picking meta work. HOWEVER I'd like to propose some changes to Vik's kit that could at least make these MUs somewhat tolerable without hurting how he functions elsewhere. Here are my suggestions:

Q buff - Buff that AP scaling on the shield, because 20% is just too low. Perhaps a 30-40% AP scaling ratio would be better and give him some more survivability without making him OP or anything

W nerf- If you needed to nerf him to stop him from being too strong, consider this. Perhaps increasing the slow at all levels by 2-4% slow, but also making it take 4 or 5 stacks to proc the stun. If you change the amount of stacks required to 4 or 5, you could make the stacks stack every .4 seconds instead, which would make it take an entire .5 second longer for the stun to proc if it took 5 stacks

Ult buff - Perhaps giving people the ability to augment his ult when you get the Mk. 2 version of your Hex Core and having the augment be the silence would also be beneficial. It would still take 2000 gold to get, so I feel like the risk vs reward is there and I think its the best change he could get to help him here.

W does nothing to leblanc and zed both pre and post rework

Letting him silence just means the assassin now can't respond.

So, basically rather than them dumpstering you just dumpster them.

Could make Q give a stronger shield if used on a close up enemy champ. That way he can't forcibly win trades with it.

Victor does have a range advantage against both zed an akali, so If you can keep pressure on them they shouldn't be able to freely engage on you IMO.

I will admit alkali is a pain in the butt, but that is mostly because there really isn't a whole lot any champ can do against her without just being ahead by a good margin.

For zed you could just take exhaust or cleanse or something over ignite. Yes it hurts your kill potential but it also stops zed's.

akali and zed will wipe the floor with any midlaner besides kayle if you evolwe e and max it like viktors before the update, you will have similar damage as the old viktor

You are completely misplaying it. You can ult right on top of yourself and then zhonya's for some rather crazy damage. Max your q first instead of your e and do some pretty crazy damage from your auto's. Assassins are meant to do well against immobile, squishy champs, but vik does have some tools to deal with them.
