One of Riot's tips against Lucian is that he doesn't have sustained damage, but he applies burst so consistently because of how low his cooldowns are...
His burst IS his sustained damage. We really either need to raise a few cooldowns or lower some damage.
I personally don't think Lucian is strong, he just can take so much advantage of farm that it's really pointless if he has over 100 CS in under 20 minutes. That's why he needs constant harass, champions that can slow him (supports) need to be bullying him early on.
Increase his CDs I'd say. His sustained damage should be lower in exchange for his burst. I don't want his burst damage to be gutted like it was before.
