And? Still makes more sense and is definitely possible.
Of course it is. They want to create every incentive for competitive players to get every champ. This adds incentive to buy more champs (often enough with RP) and the more champs you own the more likely you are to buy more skins. It's about $$$ - they are a for-profit company :P
