Yeah, obviously you shouldn't forget it, but not being able to get jungle items (and receive any xp from camps) is pretty silly.
Was ahead in cs (strictly from jungle camps) as ww. The enemy jungler still had a solid 3 levels on me regardless. That's kind of bad design.
Make it so you sacrifice 50% minion xp until 10-15 minutes if you buy the jungle items without smite. Then you can still TRY to jungle without smite at least.

Riot didnt like this. So to stop people from taking the jungle camp before they get into lane, they made it so that you get jack shit XP if you dont have jungle items.
Now Why did they make it so you needed smite to get jungle items? Ezreal.
Now to explain. Ezreal was taking Skirmisher saber midlane with (warrior i think? maybe it was AP ezreal i cant remember) and abusing the fuck out of it.
Riot did what they had to do. Now its just on you to remember to take smite.
If no one has smite, they should make it possible that one of the players to exchange a spell for smite in the first 2 min
