team balance

anyone want to explain to me why i get better teams in normals than i do in ranked. Litteraly the people i play with in norms farm better, gank better, group better and have some map awareness. and can we get a form of kicking people and resetting the Que if four people on the team vote for it, i'm sick of people being toxic in rank and they lock in a role even when its already picked and locked in. especially when they say role or feed.
