My darius needs some work.

Can someone give me advice what to do as darius when the enemy refuses to 1v1 me and hides under tower until the jungler camps me? What usually happens is I end up tower diving early, or the jungler camps me and what should have been an easy lane ends up being really hard. I just played Volibear vs Darius and I would have killed him early, except he flipped me under tower and got first blood. Then he just kept killing me and kiting my qs until he went 7/0. Fortunately my team had my back and we ended up winning. How do I kill them at lvl 1 when they refuse to fight me?

Learn to freeze. And watch their hopes drain away, along with their CS.

Build armor and ignore the turret. Seriously, turrets are laughable this season. Build DMP/Sunfire/Randuin's and kill them under turret.

if they refuse to fight you zone them from farm or even xp. at some point teamfights will start you will be stronger than them and win

if they aren't trying to fight and are avoiding your hooks, then that means you can zone them for free since they won't trade back

just CS and try to freeze the wave close to your turret so you aren't susceptible to ganks, and if they try to farm you can chase them down their whole lane.

Set up a freeze on your side of the lane.

You are near your tower (thus protected from ganks) and they have to overextend to farm (letting you zone them or chase them down whenever they try to CS).

Deny them gold and experience for the rest of laning phase until they are almost completely useless.

I can't seem to freeze perfectly, at the end of each wave theres usually about 2 caster minions whoa re still alive on my side, and the wave pushes.

Jesus you are greedy. Just last hit minions and spam the dance/laugh (freeze wave)

It seems to me your greed is costing you more than just "First Blood." For example, you have 170ish cs on average with him, far behind where you should be your itemization needs some massive work as well.
