no, it happens. reason why i never lane without ignite.
problem is, that the actual damage of the ult is pretty much impossible to calculate on the spot. experience with the champ helps. you get a feel for how much damage the ult does to squishies and you keep a lookout for the enemies mr or items like hexdrinker. but even then it happens now and then, that the ult misses the kill just barely.
ive been wanting an indicator for that exact reason for years. garen needs it more than chogath his tbh. true damage is straight forward, but magic damage with a % missing hp component mixed in is difficult to properly calculate.
